The independent city of Norfolk, Virginia, is home to Norfolk International Airport, which is located seven miles northeast of the downtown area. The Norfolk Airport Authority, an office of the local government, is in charge of its ownership and management. In addition to Newport News/Williamsburg International Airport in Newport News, the airport serves northeast North Carolina and the Hampton Roads metropolitan region in southeast Virginia. At this time, the airport does not offer regularly scheduled service to any foreign locations. According to FAA 2022, the airport is classified as a minor hub. After Reagan National Airport and Dulles International Airport in terms of yearly passenger flow, but slightly ahead of Richmond International, Norfolk International was the third busiest airport in Virginia and the 65th busiest airport in the United States as of 2022, with 2,065,116 enplanements. By passenger traffic, American Airlines, Southwest Airlines, and Delta Air Lines are in order of percentage of traffic.

The first commercial flights on Philadelphia Rapid Transit Air Service, Inc.'s Mitten Line arrived in Norfolk in 1926. For a short while, the service provided round-trip flights to Philadelphia and Washington; but, due to exorbitant expenses, it was eventually discontinued. Norfolk Municipal Airport was vital to the military effort in World military II. Norfolk had more daily flights than La Guardia Airport in New York by the early 1950s. When the Norfolk Port and Industrial Authority (NPIA) assumed control of airport administration in 1950, Norfolk Municipal Airport was hailed as one of the best and busiest in the country. In 1951, the new terminal received its official dedication. Significant changes occurred in the 1980s, such as the building of a new air cargo port and general aviation facility as well as increased parking spaces. Throughout the 1990s, Norfolk International Airport kept growing, adding to its passenger terminal, parking lots, and air cargo terminal.

In order to enhance airport terminals, concourses, the general aviation terminal, eating and retail options, in-airport advertising, and customer service, the Norfolk Airport Authority has implemented a multi-phase strategy. The airport is undergoing continuous renovations and improvements to improve the passenger experience. Capital development projects, such as a Federal Inspection Services Facility, an airport hotel, terminal development, concourse expansion, pedestrian bridge enhancements, and runway rehabilitation, are scheduled for completion by 2024 and beyond. There are two passenger concourses at Norfolk International Airport: Concourse A (gates A1–A11) and Concourse B (gates B16–B30).
