Dubuque County, Iowa is home to Dubuque small Airport, a small airport situated eight miles south of Dubuque. The airport, which is located on US Highway 61, is run as a department of the city of Dubuque. The Airport Commission board is composed of individuals appointed by the city council to four-year terms. Every day an airport manager is hired by the Commission to oversee operations. With one airline, DBQ is utilized for general aviation. Airline Sun Country operates a charter service. The airport provides jet servicing as well as maintenance and fueling for aircraft. The principal commercial service facility designation was given to it in the National Plan of Integrated Airport Systems for 2017–2021.

Mid-Continent DC-3 aircraft made the inaugural airline flights at Dubuque in 1950. After Braniff's retirement in 1955, Ozark took over, retiring its DC9s and FH227s in 1981. On February 7, 2008, Northwest Airlines said that Mesaba Airlines, a regional partner, will resume service to Minneapolis-Saint Paul International Airport from Dubuque, operating twice daily Saab 340 aircraft. The dates of these flights are June 20, 2008. With the announcement of the merger of Delta and Northwest Airlines on July 2, 2009, DBQ was left with just one airline. The airport's control tower was scheduled to close as a result of the 2013 federal sequester, however the Federal Aviation Administration eventually changed its mind. Avelo Airlines and Dubuque Regional Airport announced on November 3, 2022, that they will be operating Boeing 737-800 flights to Orlando, Florida.

The 1,240-acre Dubuque Regional Airport is located at a height of 1,077 feet. Its runways are made of concrete. Local pilots can hire out single-engine aircraft for leisure from the Key City Fliers flying club. The fleet of aircraft owned by the club is made up of Piper models. The club's volunteers and members assist keep the aircraft in excellent shape, guaranteeing that its customers have access to a cheap, safe, and well-maintained flying alternative. Free Wi-Fi is available for internet access in the Robert L. Martin Terminal. The terminal has gambling machines, vending machines, and ATMs. The Hangar Bar & Grille restaurant closed on June 22, 2018, as a result of American Airlines cutting back on flights into the airport. There is a jet bridge and three gates for airline passengers at the terminal.
